Jim was admitted to practice in 1991 after graduating from Gonzaga University with a Juris Doctorate. Jim later attended Georgetown University where he earned an L.L.M. (masters degree in law) in Taxation. Jim clerked for the United States Tax Court before moving back to Washington where he began his practice with Betts Austin in Seattle. In 2002, after relocating from Seattle to his native Yakima Valley, Jim joined with Stanley S. Pratt to form Pratt & Boutillier, PLLC. Effective January 1, 2018, Pratt & Boutillier, PLLC, became Pratt Boutillier Kirkevold & Farmer, PLLC.

Jim's practice focuses primarily on Estate Planning, Business Succession Planning, Probate and General Business and Real Estate matters. Jim is a member of the Washington State Bar Association (including the Real Property and Probate section of the Washington State Bar Association), the Yakima County Bar Association, and the Yakima Estate Planning Council. Jim represents many high net-worth individuals and business owners, including agricultural clients throughout the Yakima Valley.

Jim is married and has five children, including two who are studying at Washington State University and one who is studying at the Air Force Academy in Colorado.
